Paper filters were developed because of the need for low draw resistance, low-cost cigarette filters, these filters use pure cellulose paper as functional material.

An added benefit is higher retention of tar than mono acetate per unit of draw resistance. Paper filters are good for improving smoke quality from dark air-cured tobacco and the like.
